1. Crimp barb.
2. Apply thread mid shank.
3. Tie in about 12 barbs (6 for size 18 flies) with tips extending a hook length beyond shank.
4. Tie in tinsel at rear of shank, move thread to mid shank, wrap tinsel forward, tie off and cut off excess.
5. Move thread to half way between tinsel and eye.
6. Select to matching quail feathers. They should be large enough so that from tip to fuzz is about a shank length.
Remove fuzz. Put back together. Lay sideways on hook, one on each side of shank (see picture). Tie in place. Then stand upright and figure eight base of stems so that wings lean out slightly.
7. Dub large ball behind wings.
8. Tie in hackle in front of wings. Wrap two wraps between dubbed ball and back of wings, then two wraps in front of wings. Tie off and cut off excess.
9. Wrap thread head, whip finish and cut thread.
